Stacey Murphy, Ph. D., is an independent consultant with 25 years of experience related to housing and homelessness.

Her work focuses primarily upon designing, developing, and supporting the implementation of housing and service programs for people experiencing homelessness, and expanding the capacity of nonprofit organizations and local governmental agencies to deliver high-quality services.  

Prior to consulting, she was the Director of Strategic Initiatives at Abode Services, where she was responsible for designing and implementing new programs; analyzing Federal, State, and local policy to identify strategic opportunities; and evaluating the performance and impact of the agency’s portfolio of 40+ housing and service programs.  During this time, she managed the program design, deal construction, and implementation of Project Welcome Home, the first Pay-For-Success initiative in California, which connects chronically homeless frequent users to permanent supportive housing, intensive case management, and Medi-Cal specialty mental health services.

Before her time at Abode Services, she served as a Policy Analyst at HomeBase, where she provided a range of technical assistance and consulting services to local government agencies and nonprofit organizations, including Continuum of Care/County systems redesign; strategic planning; regulatory compliance; and technical assistance focused on improving program and system performance.  She holds a Ph.D. and a Master’s Degree in City and Regional Planning from the University of California at Berkeley and a Bachelor’s Degree from Williams College.
